Victims, legal guardians and authorities can report without a Nuvlek account. Provide the exact content link or ID and your identity; anonymous notices do not meet ECA Digital article 29 §2. This public channel follows §3. Public notices require email confirmation before case review. They preserve evidence and never restrict anyone by themselves.
